How best to reduce crime is a question that has long divided policymakers and the public alike. One school of thought holds that lengthier prison sentences are the most effective deterrent, whereas another insists that alternative measures yield more lasting results. Having weighed both positions, I am firmly persuaded by the latter.

Advocates of harsher sentencing argue that the prospect of spending many years behind bars discourages potential offenders and, at the very least, keeps dangerous individuals away from society. There is a certain intuitive appeal to this reasoning, and in the case of violent repeat offenders, lengthy incarceration may indeed be justified on the grounds of public safety.

The weakness of this approach, however, becomes apparent on closer inspection. A wealth of evidence suggests that the severity of punishment has surprisingly little impact on crime rates; what deters most people is the likelihood of being caught, not the length of the eventual sentence. Furthermore, prisons frequently function as schools for crime, releasing individuals who are more hardened and less employable than when they entered. Addressing the underlying causes of crime, such as poverty, addiction and lack of education, tends to produce far more durable reductions in offending.

For these reasons, I believe that the most sensible strategy concentrates on prevention and rehabilitation rather than on ever-longer sentences. Investment in education, accessible mental-health and drug-treatment services, and programmes that help former prisoners reintegrate into the workforce would, in my view, do more to create a safer society than simply filling prisons for longer periods.
